Dr. Kurokawa is well-known for his work building Regional Emissions inventory in Asia, aka. REAS.

The Greenhouse Gas Inventory Office (GIO) at the Center for Global Environmental Research (CGER) has been preparing Japan’s GHG inventory to be submitted annually and has also been carrying out international activities to improve the inventory preparation capacity of Asian countries and to organize international meetings related to the United Nations Framework Convention on Climate Change (UNFCCC) and the IPCC. Recently, it was decided to develop a methodology for short-lived climate-forcers (SLCF) inventories in the IPCC 7th Assessment Report, and studies for the preparation of national SLCF inventories are now under way. In addition, the newly launched Climate Change and Air Quality Research Program will begin research and development for the quantitative assessment of GHG and SLCF emissions on the global, regional, national, and urban scales with the aim of contributing to the global stocktake under the Paris Agreement. At the same time, research and development has started to utilize data from GOSAT-GW, scheduled to be launched in FY2023, for inventory verification and improvement, and the need to link such research to practical use is strongly recognized. Therefore, the National Institute for Environmental Studies (NIES) will play a central role in organizing a collaborative research group in order to consolidate activities related to emission inventories across multiple fields and between research and practice.

Our aims include:

  • Preparing the national inventory of SLCFs in Japan
  • Improving emissions inventory by GHG-SLCF synergetic effects
  • Promoting collaboration of researchers and practitioners on emission inventory
  • Disseminating information and advocating for public and policy
  • Any other domestic and international activities
